(Main Committee III) Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT)
At the 2026 NPT Review Conference (27 April - 22 May), States parties will examine the implementation of the Treaty's provisions since 2022, noting that, despite intensive consultations, the 2015 Review Conference and the 2022 Review Conference were not able to reach agreement on the substantive part of the draft Final Document.

Thank you, Chair. We asked for the exercise of the right of reply responding to the repeated and baseless claims made by Iran regarding the front end of the fuel cycle. Article four of the NPT guarantees each state party the right to the peaceful use of nuclear energy. However, this right is contingent upon safeguards according to Article III. Cooperation with the IAEA is essential for this. Iran has de facto suspended this cooperation and continues to obstruct IAEA access to all relevant nuclear facilities and its stockpile of highly enriched uranium. The enrichment of uranium to up to 60%, as carried out by Iran, has no civilian justification whatsoever and is not undertaken by any other state with a purely civilian nuclear program. While the NPT does not prohibit enrichment for non-nuclear weapon states, it does not spell out a so-called right to enrich as claimed by Iran. Moreover, at this stage and pursuant to the legally binding provisions of UN Security Council Resolution seventeen thirty seven, Iran shall, without further delay, suspend all enrichment related activities, including research and development. We urge Iran to return to full compliance with UN Security Council resolutions and to its legally binding safeguards obligations without further delay and to address the international community's grave concerns regarding its nuclear program. Germany, together with our E3 partners, remain committed to resolve the concerns about Iran's nuclear program through a negotiated solution. Thank you, Chair.

to take the floor. Chair Pustenen, I would like to thank my German colleague for her comments just now. Um I had a statement that was largely very similar to that. I would only add that in light of the fact that Iran has done all of these things over the years in violation of its commitments, Iran cannot now credibly claim an inalienable right to continue its enrichment program under the MPT. Iran can, in this and other settings, use the word peaceful as much as it wants, but that does not change the reality of their pursuit of a nuclear weapon. Further, Iran remains bound by obligations under United Nations Security Council Resolution 1737 to suspend all enrichment related activities and to have these suspensions verified by the IAEA. As Iran has not permitted the IAEA to so verify, it is separately defining that obligation. Iran has proven it wants all of the rights of the MPT and none of the obligations, and as a treaty signatory, that is unacceptable. Thank you. Yeah.

to take the floor. Russia calls for strict compliance with the letter and spirit of the Nonproliferation Treaty. We stress that it is unacceptable to liberally interpret the obligations of states parties under the treaty. Those obligations are stated clearly in the treaty and states parties signed under those obligations and imposing any additional requirements such as rejecting the right or abandoning the right to development of the nuclear fuel cycle. Additional protocols to the safeguards agreements and so on and so forth is absolutely unacceptable. This could be a voluntary measure taken by a state, but only voluntary. We also wish to stress that these obligations are formulated in the treaty uh irrespective of what concrete state uh is involved, where it whether it be Iran or anyone else. We call on the US, Germany, and other countries making similar demands. to abstain going forward from a liberal interpretation of the obligation stipulated in the treaty. Thank you.

Thank you, Chair, for giving me the floor. Uh regarding the statement made by the representatives of the Germany and the United States, I would like to exercise my right of reply. Mr. Chair, my delegation categorically rejects the baseless, misleading and politically motivated allegation put forward by the representatives of the United States. These statements are yet another attempt to divert attention from the unlawful actions of the United States and the Israeli regime, including their recent acts of military and unlawfully aggression against the sovereignty and territorial integrity of Mayo delegation. Such actions constitute clear violation of the Charter of the United Nations and the fundamental principles of international law. Mayo delegation also strongly condemns the military attacks carried out by the United States and Israeli regime against Iranian territory, including the targeting of the safeguarded nuclear facility under the supervision of the IAAE. These reckless and dangerous actions not only undermine regional stability but also threaten the integrity of international safeguard systems and set a deeply alarming precedent. Even more disturbing is the reported targeting of the civilian infrastructure, including a school for children in Mina. Any attack against civilians, particularly children, constitutes a grave violation of international humanitarian law and must be unequivocally condemned. Such attacks and acts starkly contradict the claims made by the United States regarding its commitment to international norm and human rights. The delegation of the United States is in no position to question the peaceful nature of Iran's nuclear program. Iran remains a committed state party to the Treaty on the Non Perforation of Nuclear Weapons. And its nuclear and its nuclear activities are subject to comprehensive safeguards. No credible evidence has ever demonstrated diversion of Iran's declared nuclear material toward non-peaceful purposes. Iran's cooperation with the IEA agency has been extensive and in many respects unprecedented. In contrast, it's the United States that has undermined diplomacy and multilateralism through its unilateral withdrawal from internationally endorsed agreements and its continued reliance on coercive measures. Its persistent support for the regime that poses nuclear weapons outside the NPT framework further exposes a pattern of double standards that weaken the global non-professional regime. Iran reaffirms its unwavering commitment to the NPT and to the peaceful use of nuclear energy. Accountability must be ensured, and the credibility of the treaty depends on the consistency and non discriminatory application of this principle. And Mr. Chair, regarding the statement made by the representative of the Germany, I have no intention to prolong this discussion and just refer to the statement of my delegation that early this morning have been presented. Thank you, Mr. Cher. Yeah.
