🇷🇺 Russian Federation, 🇰🇵 Democratic People's Republic of Korea, 🇴🇲 Oman
Mr Chairman, congratulate cong uh we wish to congratulate you on the your election to the post and wish you every success in your work. I'd like to assure you that the Russian delegation will deliver to you our full support in the conduct of substantive discussions. Not uh uh within uh we do uh the some countries uh Western countries are trying to distort the root real causes of the Ukrainian crisis. We will not allow for the politicization of the work of the General Assembly, for the mandate to be eroded, for it to be transformed into a tool for exerting political pressure, including in the context of the situation in Ukraine. The Ukrainian crisis did not arise in February 2022. Uh for a long period of time, Western countries cultivated in Ukraine anti-Russian sentiment. They were cultivating hatred towards the Russian Federation and everything that is Russian. They were expunging the Russian language, its history, its culture, dealing and seeking to militarily de uh vanquish its territory. And uh they took great pride, openly took great pride in what they wrought. In 2008, Ukraine had a door open for NATO, effectively with a promise of membership in NATO, and this directly generated a threat to security of the Russian Federation. February twenty fourteen, with support of the United States and the European Union in Kiev, an anti constitutional armed coup was carried out. As a result of which national radicals t seized power. Their new methods were not accepted by the Russian language population. In March 2014, Crimea returned to the Russian Federation and the authorities in Kiev began to carry out repression against other regions. In April 2014, the Kiev regime used the army to quell protests of people in Donbass, people who were trying to protect their rights, defend their identity. Ultimately, this resulted in civil war which resulted in a which is re which spilled over throughout the entire country. And uh there this was a uh uh and the Minsk Agreements helped to resolve would could have resolved the conflict through political diplomatic means in Kiev with support of the West sabotage that their implementation as they sought to revanch the sentiment uh and uh this public they publicly called upon former leaders of Ukraine, uh this was publicly called for by leaders of Ukraine, French, and Germany. For seven years, the UAF carried out airstrikes targeting homes and civilian infrastructure in Donbass. At the same time, Ukrainian authorities carried out a brutal blockade of the region. And uh it transpired later that they were preparing for the forcible seizure in March of 2022. Russia, for all these years, helped to facilitate dialogue between uh Kiev and Donbass to ensure implementation of the Minsk Agreements, and we worked actively in the contact group in the Normandy format. We attempt to reach agreement with the US and NATO on mutual security assurances in in late 2021, proposed that they uh reach the relevant uh tr uh concl uh agreements, and these were rejected. And NATO actively sought to militarize Ukraine, advance uh expanding into its uh uh advancing into its territory with uh large-scale exercise in 2022. The main conference on security, Zelensky uh voiced claims uh for uh uh uh possession of nuclear weapons, and this generated real risks for Russia and international security. And in all of these months, uh the UAF uh the the Ukrainian armed forces generated escalation in uh Donbass with a shelling. More than 100,000 residents of the region had to flee to Russia. Ultimately, we had no other choice other than beginning the special military operation in Donbass for the demilitarization denazification of Ukraine to eradicate the threats emanating from its territory. And we will definitely achieve the goals that have been set out. Mr. Chairman, we categorically repudiate and condemn the provocative statements and condemnations of delegations of Western countries who are seeking to mislead the international community when it comes to Russian policy related to arms control, nonproliferation, and nuclear and physical and nuclear safety and security. We will dwell in greater detail on the relevant aspects in our statements to come during this session of the first committee. Thank you very much for your attention.
Thank you, Mr. Chair. DPRK delegation is taking the floor in response to the statement by the delegation Iceland on behalf of Nordic countries who groundlessly accuse the DPRK's possession of nuclear weapons. My delegation strongly condemns and rejects this politicized assault as the blatant infringement upon the sovereign rights of the DPRK. DPRK possession of nuclear weapons has been unavoidable consequences, but legitimate acts out of its sovereign rights under the life or death circumstances. What is the sovereign right of a state? It's simple. It is the right for a state to be a state. It is the independent right for a state to decide, to act, to represent in the interests of its own people. Being faced with the long-lasting and endless nuclear threats from the US, we decided to choose the way for existence and development on our own, rather than blindly obey the anti DPRK UNSC resolutions, which are aimed at forcing DPRK to self extinction. We did exercise our sovereign right, and as such, we became a nuclear weapon state. And any accusation against DPRK's possession of nuclear weapons is the flagrant denial of DPRK's constitution and blatant violation of this sovereignty, which can never be tolerated. It is the most pathetic that those member states have to repeat the denuclearization or CVID of DPRK automatically every year, being stuck at their metaphysical mentality. Now it is about time for them to be aware that it is such an absurd dream as waiting for the 13th month every year. DPRK will never give up the way that it has chosen and will remain committed to its mission to fully guarantee the security and the well being of its people from any threats imposed by outside forces. Mr. Chair, my delegation rejects those groundless blames against the legal cooperation between DPRK and Russian Federation. Our cooperation completely meets the words and spirit of treaty on compressive strategic partnership between the DPRK and Russian Federation, as well as international laws, including UN charters. Thank you.
Сертра раїс. Mr. Chair, the Arab Group would like to respond to the statement of Israel. We reiterate our complete rejection of the false claims that aim to distort the facts and to cover the crimes and grave violations that are being committed by Israel against the Palestinian people. The statement of the Arab Group was based on the UN Charter and international legitimacy resolutions and international law and cannot be equated with the statement by the occupation. We reiterate that what is happening in Gaza and the occupied Palestinian territory is a blatant violation of international humanitarian law, and any attempt to deny that an incite against it will not change this fact. We reiterate our call to end the occupation and to hold accountable its perpetrators and to enable the Palestinian people to realize their legitimate rights, primarily the right to self determination and the establishment of an independent state, and to end the war and to have the entry of humanitarian assistance into Gaza in an unimpeded matter, and to stop displacement and ethnic cleansing. Thank you, Mr. Chair.
Thank you, Mr. Chair, for giving me the floor again. My delegation is compelled to take the floor again in response to the illogical argument from the delegation of Denmark. Denmark is strongly recommended to seriously reconsider the security policy heavily depends on the U.S. nuke before uselessly making issues of the defensive measures of a sovereign state.
Thank you, Mr. Chairman. It seems to us that uh there was uh uh it was not correct, not appropriate to first give the floor for exercise of the right to reply and then to revert back to the debate. And uh we are now once again in another circle of uh discussions on a rather difficult issue. Of course, we are in your hands, however, everything that we stated previously. uh r applies completely to those statements that were voiced by the representative of Denmark, and we trust that a Copenhagen will take into this into account with the full uh seriousness that it deserves. Thank you.
