Mr. President, thank you for giving me the floor again. I could have remained silent because what we said uh earlier was quite clear. But uh faced with the Uh distortions of uh my colleague from Rwanda, I'm forced to take the floor again. If this organization, the United of the United Nations, respected the charter as it was drafted in 1945, Rwanda, which invaded the territory of another country, would not might not even be allowed to sit here in this chamber next to us, because the goal of the founders of this organization was to make sure that war never happens again. This country invaded the territory of the Democratic Republic of the Congo. They have their troops on the territory of the DRC. It they kill every day. This morning uh this in Bukavu, hundreds of y uh of young uh men were were uh uh uh were guided to an an undisclosed location, probably also in the with the goal of ethnic cleansing. But they uh they s you speak uh of uh uh hate rhetoric, you who are on the territory of uh of another country, you you dare to speak of uh hate rhetoric, you're f you're afraid of uh hate rhetoric while you're uh massacring the population uh of uh another country on its territory? Even MONUSCO has uh uh suffered loss of lives uh due caused by Rwanda. A country like that i is uh uh has the right to sit uh in the Security Council and speak of hate rhetoric? What is what what is the hate rhetoric compared to thousands of uh uh people killed on the territory of my country? What is what w what is hate rhetoric compared to a genocide uh uh carried out by uh a uh member state of this organization? Mr President, he also m uh spoke of the FDLR. What is the F D L R the F D L R are Rwandans? To organize an inter Rwandan dialogue, to discuss among yourselves. You don't even have democracy in your country. There's no democracy in Rwanda. All the opponents uh in Rwanda are outside of Rwanda. When they are in Rwanda, they're killed or assassinated. In Congo, our opponents are remain in Congo. We engage in discussion, we have democracy, even if we can't compare it to Western democracies. But it does exist. Where's democracy in Rwanda? Where is the Rwanda democracy? Is show me a single opponent uh uh who is in Rwanda, opposition politician. So so when you speak of hate rhetoric or whatever, it's completely uh uh ill uh ill placed. Now uh speaking of of DLR, these are Rwandans, as I said. If Rwandans what peace with the FDLR then why don't you uh discuss among yourselves among Rwandans? This is taking place in the east of the DRC, and who's occupying the uh east of the DLRC? It's the Rwanda and the and M23. And we have said that we will contribute to the this dismantlement of DLR. That is the essence of the w Washington Agreement, because we want we want peace, but but to come here for them. To say that everything uh hinges on the FDLR, that's false. They're they're they are exploiting minerals of uh the DRC. We consider that the grave violations of human rights being committed in the east of the of the DRC uh are uh it is Rwanda that is responsible for it. It is uh an aggressor country and it should be uh considered as an aggressor country based on the charter. We are dealing with an aggressor who comes here with arguments. that are completely worthless. How how many ti how m how many times uh has he spoken up F D L uh F D L or s hate rhetoric and this is a country that has invaded our territory. I'll stay I'll stay I'll stop there.

Thank you very much, Mr. President, and I will make good use of your time. Indeed, Federal are Rwandans, and in Rwanda is where they should be. And this is what we are asking for DRC to do. In nineteen ninety-four, after they had committed the genocide, the equal almost the equal number of perpetrators and others left Rwanda to Tanzania. But because Tanzania handled the situation in the right way, we do not have a problem now with Tanzania. You have that history. You were involved through UNHCR to you saw the process how they were disarmed, settled in camps and later on repatriated back to one. The problem we have with the DRC is they chose the opposite direction to arm them, reorganize them, continue to support them until now. And we have a report. 31 years later, that says they even have strongholds in the DRC. So that is the problem. It's not about whether they are Rwandis or they are not. These are people, Rwandis, Rwandans, yes, who killed our people who want to continue killing the intent. They still have that genocidal intent. And who should not be there? Who should be neutralized? Now the question of minerals. No, we we we have no problem with DRC minerals. Rwanda has the we have our own minerals. Maybe the challenge DRC has is that as much as we may not have as much, there is a visible impact on how we use it, we use what the little we have. So if democracy that my my brother is telling me about produces what we see in the DRC, then that's not the type of democracy Rwanda wants. The poll uh the statement. Uh there are no more names inscribed on my list of speakers. Uh I now invite council members to informal consultations to continue our discussions on this subject. The missing is adjunct.
